Mike is a Corporate Finance Leader with an extensive career in the Life Sciences industry. He has been a member of Joseph’s People since 2013 and the Eagle Chapter Leader at St Elizabeth Church since 2019.
Ann Marie Barr
Past President
Chapter Leader – West Grove – Chester County
Ann holds a B.S. degree from the Pennsylvania State University in Education and Communications and a certificate from the Archdiocese of Philadelphia Church Ministry Program. She has worked on planning committees for Chester County efforts on Hunger & Homelessness Awareness, Family Promise of Southern Chester County, and the Chester County Community Collaborative which facilitates programs for single mothers. Ann has originated various assistance endeavors including Catholic Social Services’ first Parish Outreach Coordinator. As the Workforce Development Board of Chester County’s first Mobile Workforce Navigator, she connected and assisted over 700 Chester County employment seekers with CareerLink of Chester County and the United Way Financial Stability Center. One of her outreach meetings centered on introducing more parishes to Joseph’s People and led to the founding of the West Grove chapter.
For over 25 years she has overseen human service advocacy, support groups, and immediate need assistance for Assumption of the Blessed Virgin Mary parish. Faith and family have been the foundation of her work ethic.
Ernest W. Russom, III

Ernie Russom is the Executive Director of The Westview Associates, a firm that provides Accounting, Finance and Administrative staffing solutions throughout the Eastern Pennsylvania, New Jersey and Delaware Region. Clients vary from Start-up Organizations and non-profits to Fortune 100s. Provided staffing solutions range from Senior Finance and Accounting Executives to Support Staff.
Ernie has a BS in Business Logistics from Penn State and an MBA from Temple University. His career began within the Financial Service Industry. Selected accomplishments include being a senior member of PNC Bank’s Credit Quality Assurance team that participated in numerous bank and portfolio acquisitions, the Compliance Officer for a $3.8B consumer loan portfolio that was managed by EDS and the author of a risk mitigation product for the Financial Service Industry which was featured on the front page of USA Today.
Ernie’s community service activities include Chairman of two Philadelphia based chapters of The FENG” (Financial Executive Networking Group) and Vice President of Catholic Charities Appeal for the Philadelphia Archdiocese
Chuck Rueger
Vice President
Chapter Leader – Mainline – Wayne Presbyterian Church –Delaware County
Chuck is a sales and business development executive with 30 years’ experience working in both small business and large multinational corporate environments. As a member of the Wayne Presbyterian Church, Chuck actively supports WPC’s Career Networking ministry and serves as our church’s liaison with Joseph’s People. Over 80% of new jobs are found by networking — WPC’s Career Networking group meets virtually on the 2nd and 4th Wednesdays of each month to help one another explore possible futures, networking strategies, interviewing best practices, and managing a career.
Kurt Walser
Kurt has been working for Family Service of Chester County for 45 years as a Family Counselor and in the position as Director of Programs and Services. He collaborated with Josephs People to help the unemployed deal with the many stressors as well worked at the career Link of Chester County in the same capacity. Kurt has a Diploma from the University of St.Gallen Switzerland in Social Work. He came to the USA in 1969. He is retired and enjoys gardening, the outdoors, baking and cooking, as well as acting in his former career as a Swiss Chocolatier, making handmade artisan gourmet chocolates during the holidays. His spiritual quest is to continue to understand the relationship between men and our creator.
Paul J. Licata
Chapter Leader – Reading
Paul is a small business owner with extensive experience in his 25 year career in corporate and private companies, and as an entrepreneur. He joined Joseph’s People in 2023 and is a member of many other organizations that support the unemployed and underemployed.
Chapter or General Member Representatives Volunteers – Member representatives are non-voting members of our group who have graduated or are presently unemployed who provide us with their view of our activities and plans from a “member” perspective. That input is very valuable to us.
